The Commonwealth Foundation, established in 1966 by the Commonwealth Heads of Government has an important role to play in promoting women's development. Originally set up to promote closer professional co-operation within the Commonwealth, the Foundation has broadened its mandate to include non-governmental organisations (NGOs) especially voluntary organisations, the media, social welfare and the role of women.
The Foundation is an autonomous body with a Board of Governors determining its policies and grant making activities. The Board comprises representatives nominated by Commonwealth Government and its income, derived from contributions made by member governments, is currently 1.61 million pounds.
The Commonwealth Foundation supports a range of activities including the establishment and conduct of a number
of inter-disciplinary and professional centres and associations, Commonwealth Liaison Units for NGOs, and the provision of a number of Fellowships to promote Commonwealth understanding, including:
- Fellowships in arts and crafts;
- The Commonwealth Writers' Prize;
- Medical Elective Bursaries;
- Fire Engineers Scholarships; and
Ten special annual awards in a field of priority in the developing Commonwealth.
The Foundation also provides assistance for participation in regional training programmes in collaboration with appropriate regional bodies. Programmes have been organised in primary health care, trade union education, and biological control of pests and fisheries.
In all their assistance programmes, the Foundation aims to attract more junior
women and men who are established in their careers, but have not had an opportunity to travel. Applicants for funds may come from within and outside civil service. They need a letter of recommendation from their employer and must show how their study programme (usually between 1 - 3 months) may transfer practical skills to an area of priority need.
The Foundation is very keen to see more women apply for assistance. Of special interest to women may be the Foundation's ad hoc awards. These are bursaries for short-term study, refresher courses, advisory visits and training attachments. Applications may be submitted for assistance to attend conferences, seminars and workshops. These awards are available to professional and NGO women throughout the Commonwealth.
